The Ladies’ Memorial Association, a group dedicated to honoring deceased Confederate soldiers, initiated the idea of a designated day to honor a Georgia branch in 1866. They sent letters to other ladies’ associations across the former Confederacy, inviting them to participate in the commemoration. Elizabeth Rutherford Ellis, a member of the group, selected April 26 as the date to remember when General Johnston surrendered to Major General Sherman, marking the end of the Civil War.

Most states continue to observe this day on or around April 26. Alabama and Florida celebrate on the fourth Monday of April, while Mississippi celebrates on the final Monday of April. The two Carolina states celebrate on May 10. However, Texas, Kentucky, and Tennessee deviate from the April 26 celebration. Texas celebrates on January 19, Kentucky on June 3, and Tennessee also on June 3. The United States selects observance days based on significant events. For instance, on June 3, 1916, ten states observed the day to commemorate the birthday of Jefferson Davis, the former Confederate president. Other states observed it on May 10, the anniversary of Davis’ capture by Union forces.

In 1874, the Georgia legislature officially declared the day a public holiday. Presently, Alabama, Mississippi, and South Carolina observe it as a public holiday. Florida and North Carolina also recognize the day, although their offices and banks remain open.
