He served as Chief Minister of Anguilla from February 1976 to February 1977 and again from May 1980 to March 1984. In recognition of his efforts in leading Anguilla to independence from the federation, the government of Anguilla declared his birthday a national holiday in 2010. He passed away on December 6, 2016, at the age of 90.
